Raleigh's $847 Million Infrastructure Overhaul Faces Skepticism From City Engineers and Transit Experts

Raleigh's leadership is pressing ahead with a sweeping infrastructure modernization plan that would spend $847 million over five years, but public works directors and transportation specialists are raising questions about whether the city can deliver on its promises without major delays or budget overruns.
The push comes as the city's water main failures have accelerated. Last year alone, the Raleigh Public Utilities Department fielded 34 water main breaks-up from 18 in 2021. City officials acknowledge that much of the system dates to the 1960s and 1970s, when the city was far smaller. The North Carolina capital has added roughly 48,000 residents since 2010, straining infrastructure built for a different era. That demographic pressure is driving the current initiative, which includes replacing 18 miles of aging water pipes, upgrading the wastewater treatment facility on South Saunders Street, and extending bus rapid transit service along Fayetteville Street.
At a June city council meeting, Public Works Director Michael Torres outlined the scope but did not shy away from the obstacles. "We're not looking at this as a glamorous project," Torres said. "We're talking about replacing pipe that sits 30 feet underground in neighborhoods across East Raleigh, South Raleigh, and around the Ridgetop area." The largest single component-$312 million for water and sewer system upgrades-represents the bulk of the budget.
Engineering Realities Meet Ambitious Timelines
Daniel Kraft, a civil engineer who advises municipalities across the Southeast through the Chapel Hill-based firm BuildRight Engineering Solutions, reviewed the Raleigh plan at the request of the city council. His assessment, delivered in a May memo obtained by The Daily Raleigh, flagged three concerns: contractor availability in a competitive regional market, permitting delays with the state Division of Water Resources, and soil conditions in East Raleigh that may require additional geological surveys before pipe work begins.
"The timeline assumes ideal conditions," Kraft wrote. "In my experience, you typically see 15 to 20 percent schedule slippage on projects of this magnitude, particularly when you're touching multiple neighborhoods and coordinating with utility companies like Duke Energy."
Transit experts are similarly cautious about the bus rapid transit component. The plan calls for dedicated lanes on Fayetteville Street from downtown to the North Carolina State University campus by 2028. That's a 4.2-mile corridor with 22 existing traffic signals. James Patterson, director of transportation planning at the Institute for Sustainable Urban Systems in Raleigh, acknowledged the ambition but noted that similar projects nationally have averaged 32 months from final design approval to first revenue service. The Raleigh timeline allows roughly 24 months from preliminary engineering to operations.
"You're talking about reconfiguring a major commercial street, relocating utilities, and building new station infrastructure," Patterson said in a phone interview. "I'm not saying it can't be done. I'm saying you need to budget for surprises-because they will come."
Financing Challenges and Community Expectations
Raleigh is funding the program through a mix of federal grants ($298 million), state revolving loan funds ($231 million), and a local property tax increase that City Manager Elly Grant said would add $47 per year to the median household's water bill. That tax component passed the council 6-3 in May, with dissenting members citing concerns about affordability for fixed-income residents.
The city has committed $89 million from its general fund over the five years, which Gran described as "absolutely necessary if we want to be competitive for state and federal matching funds." The federal allocation depends partly on the project meeting sustainability metrics under the Infrastructure Investment and Jobs Act, which favors work that reduces water loss and improves energy efficiency.
What happens next: The city will hold public input sessions on detailed project phasing at Raleigh Parks and Recreation locations-on Lake Wheeler Road and at the downtown Hunt Library-starting in August. Residents can find updates and submit comments through the city's website. Torres said that priority neighborhoods for initial water main replacement will be identified by November, with physical work beginning in early 2027 on whichever sections clear environmental review first.
